As the Lowcountry’s historic streets become increasingly crowded with high-tech transit, the City of Charleston is moving fast to regulate the ride. In early 2026, the City Council began refining a comprehensive micromobility ordinance designed to balance the charm of our cobblestone streets with the speed of modern electric devices.

The Sidewalk Ban is Expanding
The most significant proposal is a near-total ban on e-scooters and e-bikes on city sidewalks and shared-use paths. To protect pedestrians, city leaders want motorized devices to stay in the roadway or designated bike lanes.
The Exception: Children ages 12 and under would still be permitted on sidewalks, particularly near roads with speed limits of 35 mph or higher.
The Penalty: To give the law "teeth," officials are discussing raising fines from $50 up to $250 for repeat offenders.
Speed and Power Limits
Charleston is looking to strictly adopt the state’s classification system. To keep your ride legal as an "e-bike" (and avoid the licensing/registration required for a moped), your device must:
Have a motor of 750 watts or less.
Feature a top governed speed of 20 mph.

Parking and Abandonment
The city is cracking down on "clutter." The proposed ordinance prohibits locking devices to:
Streetlights, stop signs, and parking meters.
Public trees or boat docks (especially along the Battery).
Abandoned devices left for more than 48–72 hours may be subject to a $45 removal fee.
Safety First
While helmets aren't currently mandated for adults statewide, the new Charleston rules emphasize nighttime visibility. All riders must have a white front lamp (visible from 500 feet) and a red rear reflector or light when riding after dusk.
